Обявление за търг за избор чрез открита състезателна процедура на изпълнителен орган по програма: EU ORGANIC – 101046092, 

Относно:   Мерки за предоставяне на информация и насърчаване на биологични продукти в Южна Корея, Норвегия и  Швейцария, с критерий икономически най-изгодна оферта.

1. 2. 2. Обхват на състезателната процедура: Изборът на изпълнителен орган, ангажиран за изпълнение на дейностите по програмата: Информационно осигуряване и мерки за насърчаване за биологични продукти в Южна Корея, Норвегия и Швейцария, в рамките на регламента (ЕС) № 1144/2014 на Европейския парламент и на Съвета.
3. Приложимо национално право: Гръцко съвместно министерско решение 419/18559/2017 за установяване на подробности относно прилагането на Регламент (ЕС) 1144/2014 на Европейския парламент и на Съвета и Регламент за изпълнение (ЕС) 2015/1831 на Комисията относно предоставянето и популяризирането на информационни мерки по отношение на селскостопанските продукти, прилагани на вътрешния пазар и в трети държави.
4. Прогнозен бюджет: 3.286.665,60 € без включен ДДС.
5. Място на изпълнение: Южна Корея, Норвегия и Швейцария
6. Условия за участие: Участието е отворено при равни условия за всички физически или юридически лица (юридическите лица могат да бъдат и консорциум от субекти) на държавите-членки, свързани с промоция, реклама, маркетинг и консултантски услуги и действат, с адрес в държави-членки на ЕС или в рамките на европейското икономическо пространство (ЕИП) или трети държави, които са подписали Споразумението за държавни поръчки на Световната търговска организация.
7. Участниците могат да подават оферти само за целия проект, както е описано в тръжната документация.
8. 8. Алтернативни оферти: Алтернативни оферти няма да се приемат.
9. Срок на договора: 36 месеца
10. Тръжната документация да бъде предоставена на заинтересованите фирми в централата на Био Net West Hellas в Gastouni Ileias, Gastouni, 273 00, Гърция, при официално писмено искане, до пет (5) дни преди крайния срок за подаване. Искането може да бъде изпратено  и по имейл на

socr-bio@otenet.gr. Лице за контакти: Герасимос Карадинос, 9:00 – 15:00 ч., от понеделник до петък.

Разясненията се предоставят на заинтересованите фирми до пет (5) дни преди крайния срок за подаване на оферти. Възложителят може да прави малки по размер допълнения, корекции или промени в условията на тръжната документация, които ще бъдат предоставени на всички заинтересовани икономически оператори до пет (5) дни преди крайния срок за подаване на офертите.

11. Място и час на подаване: Офертите трябва да се подават в централата на Bio Net West Hellas в Gastouni Ileias, Gastouni, 273 00, Гърция, лично или по куриер до петък, 3-ти декември 2021 г. до 12:00 ч. (гръцко време). Няма да се приемат оферти по-късно от крайните дата и час.
12. Дата и място на провеждане на откритата състезателна процедура: 06.12.2021 г., понеделник, 14:00 ч. (гръцко време) в централата на Bio Net West Hellas.
13. Минимален срок, през който оферентът трябва да поддържа офертата: 6 месеца, считано от деня след крайния срок за подаване.
14. Критерий за оценка: икономически най-изгодна оферта.
15. Език: Езикът на тръжната документация е английски и всички оферти трябва да се подават на него
16. Възложителят си запазва правото да прекрати процедурата по всяко време преди решението за възлагане.

Notice of Tender for the selection, by means of an Open Competitive Procedure, of an Implementing Body engaged for the implementation of the activities of the programme: EU ORGANIC – 101046092, Information provision and promotion measures on organic products in South Korea, Norway and Switzerland, with criterion the most economically advantageous offer.

1. Contracting Authority: Agricultural Cooperative of Bioproducers of West Greece “Bio Net West Hellas”, established in Gastouni Ileias, Gastouni, 27300, Greece, Tel.: +30 2623033324, Fax +30 2623032862 as the Coordinator and on behalf of both the Agricultural Cooperative of Bioproducers of West Greece “Bio Net West Hellas”, and the Bulgarian Organic Products Association. 2. Scope of Competitive Procedure: The selection of an Implementing Body engaged for the implementation of the activities of the programme: Information provision and promotion measures on organic products in South Korea, Norway and Switzerland, within the framework of the Regulation (EU) No 1144/2014 of the European Parliament and of the Council.
3. National Law applicable: Greek Joint Ministerial Decision 419/18559/2017 laying down details on the implementation of Reg (EU) 1144/2014 of the European Parliament and of the Council and of Commission Implementing Regulation (EU) 2015/1831 on information provision and promotion measures concerning agricultural products implemented in the internal market and in the third countries.
4. Estimated Budget: 3.286.665,60 € VAT not included.
5. Place of performance: South Korea, Norway and Switzerland
6. Conditions for participation: Participation is open on equal terms to all natural or legal persons (legal entities or consortium of entities) of the Member States related to promotion, advertising, marketing and consultancy services and operating legally in EU Member States or within the European Economic Area (EEA), or Third Countries that have signed the Government Procurement Agreement of World Trade Organisation.
7. Tenderers may submit tenders only for the whole project as it is described in the Tender Documents.
8. Alternative Tenders: Alternative Tenders will not be accepted.
9. Duration of the Contract: 36 months
10. The Tender Document will be made available to the interested companies at the headquarters of Bio Net West Hellas in Gastouni Ileias, Gastouni, 27300, Greece, upon a formal written request, up to five (5) days before the deadline of submission. Moreover, it may be requested by email at socr-bio@otenet.gr. Contact person: Gerasimos Karadinos, 9:00 am – 3:00 pm, Monday to Friday. Clarifications shall be provided to interested companies up to five (5) days before the deadline for the submission of Tenders. The Contracting Authority may make small-scale additions, corrections or modifications to the terms of the Tender Documents, which will be made available to all interested economic operators up to five (5) days before the deadline for the submission of Tenders.
11. Location and Time of Submission: Tenders must be submitted to the headquarters of Bio Net West Hellas in Gastouni Ileias, Gastouni, 27300, Greece either in person or by registered mail or courier by Friday, 3rd December 2021 by 12:00 noon (Greek time). No tenders will be accepted later than the closing date and time.
12. Date and Location of the Open Competitive Procedure: Monday 6th December 2021, at 02:00 pm (Greek time) at the headquarters of Bio Net West Hellas.
13. Minimum time period which the tenderer must maintain the tender: 6 months starting from the day after the deadline of submission.
14. 14. Award criteria: most economically advantageous offer.
15. Language: The language of the Tender Document is English, and all tenders must be submitted in English.
16. The Contracting Authority reserves the right to terminate the procedure, at any time prior to the award decision.
